In 2002 the City of Warrenville adopted a Sidewalk Priority Plan, which illustrated all existing at the time sidewalks as well as future sidewalks throughout the City. The Plan was color-coded to reflect the level of priorities (high, medium, or low) for sidewalk construction in different areas of Warrenville. The priorities were established using specific criteria to evaluate the need for sidewalks in certain areas of the City. In addition, the City approved a list of approximately six areas that would be high-priority areas when considering funding new sidewalks/bike path connections.

In 2007 the City Council approved an updated Plan and the following additional high priority areas for sidewalks, multi-purpose trails and bike paths:
  1. High priority shall be given to sidewalks, which would provide continuous connections between residential areas improved with residential uses and public schools, generally located within half-mile “walking distance”. Such sidewalks would provide an opportunity for safe walking to and from schools, contribute to active lifestyle in the community and improve traffic congestion at the school drop off areas as well as adjacent local streets.
  2. High priority shall be given to sidewalks, multi-purpose trails and bike paths providing access to the river, parks, Forest Preserve facilities within Old Town and Civic Center as documented in the City of Warrenville Old Town/Civic Center Subarea Plan adopted by the City in March 2007.
  3. High priority shall be given to sidewalks planned in conjunction with Butterfield Road widening/reconstruction.
  4. High priority shall be given to sidewalks planned in conjunction with Warrenville Road reconstruction, which is currently underway.
