Code Enforcement

The Code Enforcement Division under the Department of Community Development works in partnership with Warrenville property owners to maintain a safe and desirable living and working environment. The City operates in compliance with written codes that are designed to maintain a healthy, safe, and clean environment, carry out land use policy, and preserve a quality of life standard that residents and businesses can enjoy in our Community.

How are code violations discovered?

In response to a complaint by an individual.

How do I notify the City about a possible code violation?

Individuals can report a possible code violation, in person, by phone, fax, or e-mail. Be prepared with specific information, including the address of the property, detailed description of the situation, and length of time you have observed the violation. When reporting code violations you must include your name, address, and phone number.  No action will be taken on anonymous reports.  The city will not release your name, address, or phone number without a court order. What is the procedure for following up on possible code violations?

The Code Enforcement Officer responds to possible code violations according to the impact of the violation on the community. Situations that appear to pose a risk to health and safety are given top priority; others are pursued in the order in which they are received.

For all types of code complaints, the first step in the follow-up procedure is personal contact by the Code Enforcement Officer to see if a violation exists and request compliance. If the individual responsible for the situation is not available or appears unwilling to voluntarily correct the violation in a timely manner, a notice of violation may be issued. The City may also issue a court citation if the individual has ignored all previous requests for compliance.

Property Maintenance

Ensuring public health, safety and welfare as they are affected by the continued occupancy and maintenance of structures and premises. Property Maintenance constitutes enforcement of minimum standards for premises, structures, equipment, and facilities for light, ventilation, space, heating, and sanitation. And also includes protection from the elements, life safety, safety from fire and other hazards, and for safe and sanitary maintenance.

Outdoor Display

A permit is required to display merchandise for retail sale outdoors, excluding vending machines.

Signs

Please contact the Community Development Department with any questions you may have regarding the posting or displaying of signs.

Garbage/Rubbish

  • No accumulation of rubbish or garbage on exterior or interior of property.
  • Garbage and rubbish containers stored a minimum of 25’ from the street edge.
  • Dumpsters or other garbage containers exceeding four cubic yards in capacity must be screened on all four sides by a solid wood fence, solid landscaping or an equivalent material to a height of not less than six feet.
  • Garbage and rubbish containers should be at curb prior to pick-up and removed in timely manner after pick-up as designated (6 p.m. the night before pickup: remove by 7 p.m. the day of pick-up)
  • Tight fitting lids or appropriately secured to ensure that debris or refuse is not scattered by weather, animals or other causes.

Noise

  • Outdoor Building Construction: Unlawful to operate construction equipment between the hours of 7 p.m. and 7 a.m. Monday through Friday. Such activity shall be prohibited between the house of 6 p.m. and 8 a.m. on Saturday, Sunday and federal holidays.
  • Lawn Maintenance: Unlawful to operate any powered lawn, tree or landscaping equipment within three hundred feet of any residential property between the hours of 9 p.m. and 7 a.m. Monday through Friday and between 8 p.m. and 8 a.m. on Saturday, Sunday and federal holidays.

Vehicles

  • Unlicensed or inoperable vehicles may not be parked or stored on the exterior of a property for a period in excess of seven days.
  • Vehicle parking must take place on approved paved surface areas.

Trees-causing a public nuisance

  • Any tree or shrub growing in such a manner as to
    1. obstruct the reflection of streetlights,
    2. obstruct the view by motor vehicle operators of any traffic control device within the public right of way,
    3. obstruct or interfere with the passage of persons or vehicles on the streets or sidewalks of the City, or
    4. create a dangerous condition for persons or property on public streets, sidewalks or other public property including, but not limited to, any tree or shrub or part thereof which is likely to fall on or across any public property.
  • Any tree, shrub, other plant, or portion thereof, whether located on City owned property or on private property, which obstructs the view in the “vision triangle”.

Yard Maintenance

  • No outside storage
  • Fence in good repair
  • Grass and weeds not in excess of eight inches in height
  • Yard graded for drainage
  • No litter, junk or debris
