The City Council is made up of eight Aldermen, two from each ward, and the Mayor. Elected officials that support the Council include the City Clerk and Treasurer. Committee of the Whole Chairs and Vice-Chairs are elected by the Council to preside over three standing committees.

It is the duty of the Council to be the representatives of the people of their wards at the City Council meetings. The Aldermen shall be responsible to the people of their wards and the citizens of the City for their actions at Council meetings.


Standing Committees

The City of Warrenville has three standing Committees that meet as committees of the whole on the second or fourth Monday of a month. The three current standing Committees are the Finance and Personnel Committee, the Public Safety and Legislative Committee, and the Community Development/Planning Committee. One Alderman serves as chair and another as co-chair for each Committee. The Committee meetings serve to discuss issues and make recommendations to City Council for official action. Like City Council meetings, there is a portion of the Committee meeting set aside for citizen comments.

The Finance and Personnel Committee meets on the fourth Monday of January, March, May, July, September, and November. This Committee discusses issues related to the City’s budget, audit, water and sewer rates, personnel concerns, wage and fringe benefits overview, collective bargaining, risk management, and litigation.

The Public Safety and Legislative Committee meets on the second Monday of February, April, June, August, October, and December. This Committee discusses issues related to law enforcement, state, county and local legislation, cable television, and liquor license.

The Community Development/Planning Committee meets on the second Monday of January, March, May, July, September, and November. This Committee discusses issues related to building and zoning, public works, public improvements, parks and recreation, community development projects, annexation, county cluster planning process, public property, building code, zoning ordinance, subdivision code, engineering, economic development, and comprehensive plan review and update.

Citizen Comments
Anyone interested in speaking publicly at a City Council or Committee of the Whole Meeting is welcome. Citizens are asked to complete a form just prior to the start of the meeting and provide it to the City Clerk. Speakers are limited to three minutes but need not address agenda items only. The citizens’ comments portion of the meeting occurs prior to the business of the meeting. Speakers are allowed to reserve their comments until a specific agenda item is being discussed, if they so choose. While the Council appreciates all questions and comments, it is not prepared to respond to them at the meeting. If you would like a response, please include your question and how we may contact you on the form. Citizens making public comments are asked to approach the podium and use the microphone as well as state their full name and address for the meeting minutes.

Consent Agenda - Omnibus Vote
Warrenville's municipal code allows the City Council, by unanimous consent, to take a single vote on any two or more agenda items. These items are listed on the Consent Agenda and can be enacted by one motion. No separate discussion of these items occurs unless a Council member so requests. A Council member will make this request by removing the item from the Consent Agenda so that it can be discussed and voted on separately. Members of the public may petition in writing for an item to be removed from the Consent Agenda as well.

The City of Warrenville is committed to maintaining a safe, walkable and friendly community for all ages; to creating a variety of community resources, providing opportunities for family-friendly activities and events; to enhancing the local tax base to include a mix of office, industrial, and retail businesses; to promoting local economic development; to fostering positive community relations; to maintaining culturally diverse residential neighborhoods with a variety of housing types; to preserving a clean environment and natural open spaces; to continuously enhancing City services and improving local infrastructure at a fair cost; to providing recreational opportunities and facilities; to building an interconnecting system of bicycle and pedestrian pathways; to developing public transportation modes; to supporting quality schools; to providing opportunities for residents and families to interact and become acquainted; and to maintaining a small town ambiance with a friendly, helpful atmosphere for short-term residents and long-term residents, businesses, employees and visitors alike.


Council Values Statement
The City of Warrenville values friendly helpful residents, plentiful parks and natural open spaces, a clean environment, cultural activities, a diverse population, quality City services, diverse housing stock, ample recreational opportunities, thriving businesses with a mix of retail, office and industrial, family-oriented community activities, entertainment and events, working closely with other units of local government.
