Accounting
The goal of Accounting Services is to process, record and report citywide financial transactions. The Division is organized into four sections: Governmental Fund Accounting, Enterprise Fund Accounting, Accounts Payable Processing, and Payroll Processing. The Governmental Fund Accounting Section handles the City's general ledger, cash reconciliation and accounts receivable functions and produces the Comprehensive Annual Financial Report. The Enterprise Fund Accounting Section provides general, capital asset and project accounting services to the City's business-like operations, such as water and wastewater utilities; billing management and new accounts are handled here as well. The Accounts Payable Section processes vendor invoices, manages encumbrances and produces over 10,000 checks per year. The Payroll Section processes a bi-weekly payroll that must comply with complex federal, state and union requirements for all city staff and elected officials.
Budget and Management Analysis
The mission of the Budget Division is to develop and publish the operating and capital budgets annually. The goal of the budgets is to reflect City policies, goals and priorities, and to communicate to citizens and staff an action plan for the upcoming fiscal year. The Division is responsible for reviewing departmental requests for consistency with City budget guidelines, evaluating the merits and alternative funding options of budget requests, and preparing budget documents that support City management and the City Council in allocating resources to the highest priorities. Related to this, the Division is also responsible for publishing budget performance reports. The Budget Division also supports special studies by performing financial, organizational, and policy analyses of issues and programs.
Money Management/Treasury
The mission for the Money Management/Treasury area is to safely manage the City's cash; invest funds according to the City's Investment Policy and State code; and to facilitate debt financing when required. Treasury services offers a variety of functions, including management of the City's cash flow; investment of cash; updating the City's Investment Policy and Strategy; issuing debt and meeting existing bond covenant requirements; overseeing banking and trustee agreements; recommending financing vehicles for new City initiatives; managing the City's Risk Management program; forecasting and analyzing City's revenues; developing a Long Range Financial Plan; and facilitating projects that require special financing; and participating in special projects as needed.
Purchasing and Contract Administration
Purchasing and Contract Administration is charged with the responsibility of purchasing and contracting for all of the goods and services utilized by the City.
Property Management
The goal of the Property Management Service is to manage and efficiently utilize City-owned properties to maximize monetary and non-monetary benefits. The department provides property inventory services, fixed asset accounting, infrastructure inventory and collection (Art & Artifacts) management.
Revenue Collections
Revenue Collections is responsible for the collection and accounting of all City Revenue generated locally and through state or federal allocations. Revenue Collections ensures that all revenues due to the City are collected promptly, deposited and accounted for. The office is opened to the public, which allows staff members to provide personalized assistance to customers who have concerns or issues.
