Website Transparency Policy
Purpose
The policy delineates the ways the City of Warrenville ensures accountability and transparency. Warrenville’s continuing goal is to conduct business and provided services in an open, ethical, and fiscally responsible manner for the public benefit.

Effective Date
The provisions of this Policy shall be in effect on or after June 1, 2013, as amended from time to time.

Procedures/Guidelines
As part of the commitment by the City of Warrenville to open, transparent, and honest government, the City’s website shall include the following information and documents in an easily accessible place on the website, with all documents provided in a searchable format.

1. Elected & Administrative Officials
The City website shall exhibit contact information, including the name, phone number, and email address for all elected officials, the City Administrator, the Assistant City Administrator, and the Department Head for each City operating department.

2. Meeting Information
The City website shall include notices and agendas, with backup material, for all future public meetings of the City Council and advisory boards and commissions. This information shall remain available on the City’s website for the entire calendar year. Previous years will be accessible via the City’s electronic document management system, which will be linked to the City’s webpage. The City calendar shall include the scheduled dates of City Council and advisory board and commission meetings for the entire calendar year. Meeting dates may be changed, and meetings may be canceled, subject to the requirements of the Open Meetings Act. Notice of such changes will also be posted on the City Website.

3. Public Records
To provide public access to City records and documents, the City website shall include the name and City address, phone number, and email address for the City’s Freedom of Information Act (FOIA) Officers, along with the address, phone number, and email address for FOIA requests. The City’s website shall also include the FOIA process response time and a current fee schedule in connection with FOIA and records requests and responses.

4. Budgets/Financial Reports
The City’s website shall include the budget for the current fiscal year, as well as the Capital Maintenance and Replacement Plan (CMRP). Prior years’ budgets and will be available via the City’s electronic document management system, which will be linked to the City’s webpage.

5. Financial Audits
The City’s website shall include the City’s comprehensive annual financial reports (CAFRs) and Treasurer’s Report for the immediate past fiscal year. All previous year’s CAFRs and Treasurer’s Reports will be available via the City’s electronic document management system, which will be linked to the City’s webpage.

6. Reports/Plans
The City website shall include any current special project report results – such as for Tax Increment Financing (TIF) districts, special construction projects, audit schedules, or program performance audits. Prior year’s information shall be available on the City’s electronic document management system, which will be linked to the City’s webpage.

7. Expenditures
The City website shall include the City’s accounts payable register (listing of bills paid) and City credit card expenditures to all individuals and third-party vendors – including name of payee, description of expenditure, and amount of expenditure – for each month as available with all of the City Council regular meeting agenda packets.

8. Salary & Benefits
The City website shall contain the total wages for each individual by position and benefits, including but not limited to, health insurance, life insurance, and pension all salary and benefit information in accordance with Illinois Public Act 97-0609. This information shall be updated each year in conjunction with the required postings associated with Public Act 97-0609 and shall remain available on the City’s website for one year. The website will also contain all current union contracts and the current employee personnel manual.

9. Contracts
The City’s website shall include the following: current/active bids specifications and requests for proposals/qualifications along with where and how to submit a bid or proposal; all approved vendor contracts for over $20,000, along with bids for those contracts.The City will also post all currently effective franchise agreements with local utilities and service providers. Note that proprietary proposals will not be placed on the website.

10. Policies and Ordinances
The City’s website shall contain a link to the complete, current City Code. All ordinances passed since incorporation will be available via the City’s electronic document management system, which will be linked to the City’s webpage. In addition, Council policies such as the Arboricultural & Open Space Manual, Council Sponsorship Policy, etc. will be posted.

11. Lobbying
The City’s website shall include the names of any lobbying associations that the City is affiliated with or currently or previously funded during the past five years, whether through association or membership dues or otherwise, and any contracts with any lobbying firms in the past five years.

12. Taxes and Fees
The City’s website shall include the following: a central page showing the tax rate for all major City revenue sources such as property, income, sales, etc.; a detailed listing of all City revenue sources will be available in the City's budget document; and a fee schedule showing all City fees for residents and business.

13. Building and Zoning
The City’s website shall include the following planning documents: comprehensive land use plan, zoning ordinance, property maintenance code, Cantera development control regulations, subdivision ordinance, building code and associated amendments, and economic development or infrastructure planning documents. It will also include building, zoning, and development permit applications and building permit informational handouts.
