Municipal (Electrical) Aggregation
Many Illinois communities began buying their electric power from suppliers other than ComEd. With a different supplier, nothing changes in the infrastructure; ComEd continues to do the billing and continues to repair any outages. Warrenville placed a referendum on the March 2012, ballot to find out if residents wanted the City to pursue similar savings. The referendum passed and allowed the City to solicit bids on behalf of residents and small businesses to buy electric power on the open energy market. The goal was to secure lower electric supply rates for residents and small businesses in the community, preserve flexibility in choice, offer a rate guarantee, and utilize 100% renewable energy.

Since the State of Illinois deregulated electric power providers, 75% of commercial businesses now buy their power from suppliers other than ComEd. But few residents have moved to lower-cost energy suppliers. As a result, the State created legislation allowing communities to leverage residential accounts by engaging in a process called "Municipal Aggregation." It enables municipalities to solicit competitive bids from suppliers on behalf of the entire community. This is similar to the way a community sets rates for garbage collection.

In August 2012, the City contracted for two years with FirstEnergy Solutions Corp. as the supplier of choice for the aggregation program due to the competitive rate they provided. In addition, the electricity for Warrenville’s program is 100% renewable. As of August 2014, the City's new supplier is Constellation Energy at a rate of 7.89 cents per kWh - 100% renewable energy. Constellation purchased Integrys Energy in December 2014 and merged their customer service departments. One of the benefits of the combined operations is a unique toll free number for residents to contact regarding Warrenville’s aggregation. The number is unique to Warrenville and agents answering the calls have more information available to address resident questions. The phone number is 1-844-309-6309. The contract with Constellation Energy is effective until August 2017.

Note, this rate is for the energy supply only and ComEd will continue to deliver the electricity. Residents will continue to receive a single bill from ComEd with Constellation Energy charges included and residents will continue to make payments directly to ComEd. The bill will also include the ComEd delivery charges and taxes. ComEd will continue to deliver service and respond to any disruptions.

No one is obligated to participate in the City of Warrenville electric governmental aggregation program. Anyone who wishes to be excluded from the program can return an “opt-out” form or call Constellation Energy at 800-718-1493 or 1-844-309-6309 to opt out at any time with no termination fee. Those who want to enroll in the Program can do so by contacting Constellation Energy at the same numbers.
