Building Permits

The Building Division of the Community Development Department assists with the following services:
  • Obtaining building permits for new construction, additions, remodeling and demolition
  • Coordinating review and approval of building plans
  • Issuing sign and occupancy permits
  • Conducting building, plumbing and electrical inspections
  • Issuing outdoor display/temporary sign permits
The Building Division makes every attempt to process building permits as expeditiously as possible. A representative from the Building Division will contact the applicant upon permit approval. Your patience and understanding will be appreciated.

Permits are required for any construction project in the City, including, but not limited to:

  • Commercial/Shell/Build-out & Remodel
  • Concrete Flatwork
  • Deck/Patio/Gazebo/Open Porch
  • Demolition
  • Detached Garage
  • Driveway
  • Fence
  • Electrical Service Upgrade
  • Electrical/Plumbing Projects
  • Roofing/Re-roof
  • Shed
  • Sign, temporary and permanent
  • Swimming Pool
  • Window/Door Replacement (if opening is altered)

Other projects that require permits include water/sewer connections and projects that encroach into public right-of-way. Permits are required whether you do the work yourself or hire a contractor.

Requirements

  1. A building permit is required on any commercial projects such as foundations, shells, build-outs and remodels.
  2. An application is to be filled out and submitted to the Building Division.
  3. Four sets of drawings must be submitted showing construction details of the project including electrical, plumbing, mechanical and fire safety.
  4. Four copies of the plat of survey of the property showing the location of the project, dimensions, distances to all lot lines from the project and the location of the electric meter are to be submitted.
  5. Once submitted, a complete building permit application takes approximately 10 working days to be reviewed.
  6. It is the responsibility of the contractor to arrange to have all underground utilities located prior to any digging. The number for J.U.L.I.E is 800-892-0123. J.U.L.I.E requires 48 hours notice before digging.
  7. DuPage County Traffic Impact Fee Receipt confirming fees are paid (if applicable).
  8. DuPage County Health Department letter confirming approval (if applicable).
  9. The building permit fee is based on the value of construction. Additional plan review fees will be assessed by the Plan Examiner and added to the building permit fee. A performance building bond is also required. The building bond is refundable upon completion of the project in accordance with all applicable City Ordinances. All fees and bonds are paid when the permit is picked up.

Instructions & Requirements for Application for Construction or Use

The following information must be completed in order to process a permit application: Date of Application, Owners/Applicant Name, Site address, Indication of Floodplain on Property and, if available, the Parcel number and name of Subdivision. A General Application for Construction or Use is required for the following permit requests:

Commercial Construction - please specify new construction, addition, remodel or build-out

Residential Construction - please specify new construction, addition or remodel - see applicable Building Permit Handout  under Living Building section

Signs - see Sign Regulations

Accessory Structures - fence, shed, roof, re-roof, patio, deck, pool, gazebo, attached garage, or driveways - see applicable Building Permit Handout under Living Building section

If a homeowner/applicant will be doing the permitted work, the information should be provided under Owner name and address at the top of the form. If a contractor is hired to perform the permitted work, all General Contractor information must be completed. If a contractor is hired for Plumbing or Roofing, contractor information including Name, license number, address and phone number are required. For any project requiring electrical work to be done, the Electrician information must be completed.

All Electricians are required to be registered with the City, which includes:
  • Completed Registration Application
  • $35.00 annual Registration fee
  • Copy of License and $5,000.00 Surety Bond

Owner/Applicant must also provide the approximate Value of Construction, signature, phone number and fax number if applicable. All Building Permits require three copies for residential/four copies for commercial, of plans or copies of plat of survey showing plan for construction.
