Emergency Preparedness

The City of Warrenville has in place a comprehensive Emergency Operations Plan. This plan is defined as an “All Hazards” type plan and gives guidance to the various departments and members of the Crisis Management Team. The hazards defined in the scope of the plan cover all man-made and natural hazards including terrorism. Crisis Management Team members are familiar with their duties and responsibilities as indicated in the Emergency Operations Plan.

Crisis Management Team
In the event of the threat condition being elevated to Threat Condition Orange or Threat Condition Red, the Homeland Security Office will provide additional information pertinent to the current situation. The Warrenville Police Department, will rapidly notify members of the Crisis Management Team of any changes in threat conditions. The Crisis Management Team will evaluate the available information and determine what actions the City will initiate. Du-Comm, the City’s 911 dispatcher, will follow the procedures outlined in the Homeland Security section of their Procedure Manual. These actions will insure proper notification of City officials during periods when Police Department personnel are not available.

Threat Conditions
All City and Fire Protection District facilities will be secured and locked when not occupied. All vehicles and emergency equipment will be kept in a state of operational readiness. All vehicles, when parked unattended, will be locked at all times. Overnight parking of vehicles will be in a secure lot. All personnel will be alert to suspicious activities and articles, and will report them to the proper authorities. Mail will be handled in a routine manner with common sense being applied in handling mail which appears to be leaking, has a bulging appearance, or has other circumstances which cause suspicion. Current safeguards in use are adequate to protect the City’s information systems. A Plan for the protection of City owned structures has been developed and a list of Critical Infrastructure Facilities within the City has been prepared. Outdoor Warning Sirens and the DuPage County Emergency Radio Net are tested at regular intervals.

Medical Distribution Volunteers
The City of Warrenville works with the County Office of Homeland Security and Emergency Management to administer an action plan in the specific event of a biological hazardous event or terrorist attack. Part of this plan development requires the City to establish a medication-dispensing site operated by a site coordinator. The City has worked towards assembling a list of qualified medical professionals to coordinate the activities of this site.

Additionally, anyone knowing someone with physical or mental disabilities that will need special notification and services during such an event should provide that person's name and contact information to the City. Resident volunteers must also register with the County at www.citizencorpsdupage.org.

National Incident Management System (NIMS)
In October 2005, homeland security presidential directives established a single comprehensive national incident management system (NIMS). The NIMS is a system that improves response operations through the use of the incident command system (ICS) and other standard procedures and preparedness measures. It also promotes development of multi-jurisdictional, statewide and interstate regional mechanisms for coordinating incident management and obtaining assistance during large-scale or complex incidents.

Since that time, the federal government has disseminated the NIMS compliance requirements metrics to all state and local jurisdictions. Part of the compliance measurement was to have all state and local jurisdictions self-certify their NIMS compliance by completing a NIMS certification form. In Warrenville, ESDA, the Police Department, and the Fire Protection District work together to meet the NIMS requirements.
