Governor Pritzker signed Senate Bill 2132 on Friday, June 12, 2020 amending the Open Meetings Act to add a new Section 7(e), 5 ILCS 120/7(e). In compliance Section 7(e) of the Open Meetings Act, at least one representative from the City will be at City Hall and the virtual meeting will be able to be viewed at City Hall for members of the public that do not wish to view the virtual meeting from another location. Pursuant to Section 7(e) of the Open Meetings Act, the Governor’s Disaster Proclamation and Executive Order 2020-38, no more than 10 people may gather at City Hall for the meeting. Accordingly, the opportunity to view the virtual meeting at City Hall is available on a “first come, first-served” basis.

A closed session has been scheduled under the following exceptions to the Illinois Open Meetings Act:
•5 ILCS 120/2 (c) (2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees
•5 ILCS 120/2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity
•5 ILCS 120/2 (c) (11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent. (Note: the basis for the finding shall be recorded and entered into the minutes of the closed meeting)
* For public comment submitted via email to be read out loud at the meeting, the comments must be:
(1)Typed or written legibly;
(2)No more than 500 words in length;
(3)Free of any abusive or obscene language; and
(4)Received at the e-mail address set forth in this agenda prior to the commencement of the meeting.
