Section 1 – Introduction

A.              Purpose of Request

In May 2018, The City of Warrenville was awarded Surface Transportation Bridge Program (STP-Br) funding for the replacement of the Mack Road Bridge over the West Branch DuPage River. This funding will cover 80% of preliminary engineering, final engineering, construction engineering and construction costs. The City is responsible for the remaining 20%.  The City is soliciting proposals for Phase I professional engineering services relating to these improvements as detailed in Section 2.

All questions pertaining to this Request should be submitted in writing no later than two business days prior to the submittal deadline. Questions should be mailed, faxed or e-mailed to the City’s contact person listed above. Answers to questions of a substantive or technical nature will be emailed to each consultant on the City’s submittal list.

Two (2) copies of the proposal in a sealed and labeled envelope shall be submitted to the above mentioned name and address by 5:00 p.m. on Friday, August 24, 2018.


Section 2 – General Information

In December 2015, the City of Warrenville was awarded Surface Transportation Program (STP) funding that covers 75% of construction costs to add a bike path along Mack Road, just east of Route 59.  The City solicited proposals for Phase I relating to these improvements and contracted with a consultant.  During Phase I engineering and the inspection of the Mack Road Bridge over the West Branch DuPage River, it was recommended that the structure be replaced.  The structure is in poor condition and has developed significant delamination and longitudinal cracking along the underside of the deck beams.  Additionally, the substructure is also in poor condition with loss of bearing seat in a localized area.  The bridge is a source of flooding, is in poor condition and the low beam is below the 30-year flood elevation.

This project consists of Phase I engineering design of the reconstruction of the bridge including addition of a bike path on the bridge. The BCR, inspection reports, and topographic survey data obtained during the Phase I design of the bike path will be available to the qualified consultant.  The total project budget is $30,000.

Section 3 – Project Scope

A.              Project Schedule

It is the City’s desire to have a consultant chosen in early September 2018 so that Phase I Engineering for the project may begin in late 2018.

B.              Technical Scope of Work

The scope of work may include, but not limited to:

  1. Meetings – Any IDOT, Forest Preserve District of DuPage County, and Winfield Township Road District meetings required to obtain design approval including but not limited to kickoff and design review meetings. The consultant should plan on attending an evening meeting with the City’s Bicyclist and Pedestrian Advisory Commission to discuss the project and solicit input.
  2. Public Involvement – As required by state and federal agencies.  The City will likely have one public information and input meeting to present the bridge project and solicit input.  The consultant would be expected to attend this evening meeting, help present the project, and answer questions.
  3. Topographical Survey - On NAVD88 datum and state plane coordinate system to include sufficient information to prepare preliminary plans.  Topographic survey obtained during the Phase I path project will be utilized.
  4. Preliminary Design Concept and Assessment – Including but not limited to: Bridge Condition Report (BCR) supplemental, Type/Size/Location (T,S &L), Hydraulic Bridge Report supplemental, engineering design supplemental, and soil borings.
  5. Preliminary Plans and Cost Estimate – This will be combined with the Phase I Bike Path design into one plan set.
  6. Project Development Report – This will be combined with the Phase I Bike Path design into one report.

Section 4 – Submittal Requirements

A.              Format and Content

Submittal shall consist of 8½”x11” pages. 11”x17” sheets folded to 8½”x11” size may be included. SUBMIT TWO (2) COPIES. All proposals shall include the content described below to make evaluation of the proposals easier and assure fair comparison between consultants. Content shall include:

Company Profile - Statement of qualifications and experience of the firm; location of office which would serve the City; and firm officers.

Staff Profile - List of project staff including Project Manager with resumes and specific expertise relative to the project; and a project organization diagram showing areas of project responsibility for project staff

Relevant Experience - List and description of the firm’s similar projects, including references. List experience working with the City of Warrenville.  List relevant IDOT pre-qualifications.

Project Approach – Technical proposal that describes the consultant’s approach to the project’s issues and solutions; presents ideas on how to best accomplish the design; and explains why the consultant would be the City’s best choice. Also include a work schedule/time line diagram of project time and explicit activities and a statement of availability to complete the project in the time. Include any opportunities for cost savings or value engineering.

Hourly Rates and Overhead - Position and hourly rates for personnel assigned to this project including the multiplier.

      Additional Information – Any additional information the consultant believes is relevant to   this project.

              Conflict of Interest Statement – Use the IDOT BDE DISC 2 template for this statement.

  Cost / Fee Information - The contract will be cost-plus, not-to-exceed. All costs will be      negotiated with the most qualified consultant. 

Consultant Selection

The evaluation factors for the project are:

Technical Approach (20%)

Specialized Expertise - Bridge Design (30%)

Past Performance (20%)

Workload Capacity (10%)

Local Presence (10%)

A two person selection committee will review the submitted proposals the last week of August. The results of that committee review will be used to assist in the final selection of the consultant. Interviews may be conducted with one or more responsible entities that have submitted proposals in order to clarify certain elements. If interviews are conducted, they will be held the first week of September with notification of the final selection by the end of that week. If interviews are not conducted, notice of the final selection will be made in early-September.  A notification to all of the responding applicants will be sent via e-mail stating the final ranking of the short list of the top three firms.  Contract negotiations will follow immediately after selection so that the work may begin as soon as possible.
