The City of Warrenville, DuPage County, Illinois, invites sealed Bidder's Proposals for the work (“Work”) described in detail in the Franchise Agreement ("Agreement") attached to this Request for Proposals (“RFP”), and generally described as the comprehensive, high quality collection and disposal of solid waste, landscape waste, and recyclable materials from all single-family residential dwellings (attached and detached), as well as all City-owned municipal sites throughout the City. The Agreement is for a term of five years. 

Proposals submitted must include pricing for the two different methods of performing the Work as follows: (1) Option 1, a volume-based, commonly known as pay-per-bag or sticker-based program that offers optional cart rental service (“Option 1” or “Sticker-Based Program”); and, (2) Option 2, a cart-service-based program (“Option 2” or “Cart-Service Based Program”). All proposals must include curbside recycling, seasonal yard waste pick-up, and provide pricing for an option to include food waste composting service. Additionally, bidders are strongly encouraged to include any “green” programs they offer as part of the residential waste/recycling service. For ease of use, proposals should be itemized to allow specific costs of the contract to be illustrated.

City will receive sealed Bidder's Proposals for the Work until 12:00 o'clock p.m. on January 18, 2021 at the City Clerk’s Office. Proposals may be submitted by being either: (i) deposited in the drop box located at the 3S258 Manning Avenue entrance of City Hall; or (ii) mailed to City Hall, 3S258 Manning Avenue, Warrenville, IL, 60555. Proposals will not be read aloud or reviewed publicly.

Proposals must be submitted in sealed envelopes clearly marked with the Bidder’s name and the words “Proposal for Collection and Disposal of Solid Waste, Landscape Waste, and Recyclable Materials.” If sent by mail, the sealed envelope containing the proposal must be enclosed in another envelope addressed to the City at the location stated in this paragraph.

Proposals received prior to the deadline will be securely kept, unopened. Proposals arriving after the specified date and time, whether sent by mail, courier, or in person, will not be accepted and will either be refused or returned unopened. Mailed proposals which are delivered after the specified time and date will not be accepted regardless of the postmarked date or time on the envelope.

Each Bidder's Proposal shall be accompanied by a security deposit of $50,000 in the form of: (1) a Cashier's Check or Certified Check drawn on a solvent bank insured by the Federal Deposit Insurance Corporation and payable without condition to City, or (2) a Bid Bond in the form included in the RFP from a surety company licensed to do business in the State of Illinois with a general rating of A- and a financial size category of Class X or better in Best's Insurance Guide.
