Code Enforcement

The Code Enforcement Division, under the Community Development Department, works in partnership with Warrenville residents to maintain a safe and desirable living and working environment. The City operates in compliance with written codes that are designed to maintain a healthy, safe, and clean environment, carry out land use policy, and preserve a quality of life standard that residents and businesses can enjoy in our Community.

Enforcing the Property Maintenance Code and Zoning Code ensures public health, safety and welfare as they are affected by the continued occupancy and maintenance of structures and premises. Property Maintenance constitutes enforcement of minimum standards for premises, structures, equipment, and facilities for protection from the elements, life/safety, safety from fire and other hazards, and sanitary maintenance.

Reporting Complaints
Code violations are usually discovered through a complaint. Individuals can report a possible code violation on a Formal Property Maintenance Violation Form in person, by phone, fax, or e-mail. Be prepared to provide specific information, including the address of the property, detailed description of the situation, and length of time the violation has been observed. When reporting code violations, individuals must include name, address, and phone number. No action will be taken on anonymous reports. The City will not release a name, address, or phone number without a court order.

The Code Enforcement Officer responds to possible code violations according to the impact of the violation on the community. Situations that appear to pose a risk to health and safety are given top priority; others are pursued in the order in which they are received. Compliance or Administrative Adjudication
For all types of code complaints, the first step in the follow-up procedure is personal contact by the Code Enforcement Officer to see if a violation exists and to establish a plan of compliance. If the violation is not abated appropriately or in a timely manner, the Code Enforcement Officer may also issue a court citation. Code citations are presented in Administrative Adjudication on the third Wednesday of the month in the City Council Chambers before an Administrative Law Judge. An administrative hearing is a civil, not a criminal, proceeding. Cases are punishable by fines and a variety of other penalties, excluding jail time. Under the administrative hearing system, an Administrative Law Judge, not the City of Warrenville, hears the cases. Law Judges, all of whom are experienced attorneys, are required to undergo state-mandated training to be professional, fair and courteous. Code violations can also be presented in the 18th Judicial Circuit Court/Downers Grove Field Court before a Circuit Court Judge who can assess fines and other penalties, excluding jail time.

Vacant Buildings

Vacant Buildings are required to be registered and maintained in accordance with the Property Maintenance Code and are subject to inspection for life-safety standards.
