Public Records (FOIA)

The Freedom of Information Act is the principal Illinois law governing the inspection of public records. Many City records including agendas, minutes, reports, resolutions, ordinances, and agreements/contracts can be accessed on the City's website or through the City's electronic record management system called Laserfiche.

All responses to requests for electronic records will be delivered through the portal.

The City has five working days to respond to a request, subject to a time extension per 5 ILCS 140/3(d). The City has 21 working days to respond to a commercial request per 5 ILCS 140/3.1 and for a recurrent requester, response time is subject to provisions detailed in 5 ILCS 140/3.1(a-c).

FOIA Schedule of Fees for Duplication of Public Records 

  • There are no fees for electronic records delivered through the Public Records (FOIA) Center portal.
  • For paper copies, the first 50 pages of black and white, letter or legal sized pages, shall be free of charge.
  • The charge for any additional black and white letter or legal sized pages shall be $0.15 per page.
  • The charge for copies in color, or in a size other than letter or legal, will be the City's actual cost for reproducing said colored or oversized records. Prepayment for duplicating any oversized materials will be required.

The charge for certifying records shall be $1, which is in addition to the copying fee. There will be no charge to inspect any City records. See the City's Schedule of Fees (PDF) for more information.

Copies of public records will be provided only after any applicable fees are paid as provided in the FOIA Rules. Copies of public records will not be mailed except upon pre-payment of a fee equal to the actual cost of postage and any applicable copying costs.

City Profile 

The City of Warrenville was settled in 1833 and incorporated in 1967. The City operates under the Mayor-Council form of government and is a is a Home Rule community. The City's population is 15,195 (2024 Special Census).

The City Council is made up of eight aldermen, two from each ward, and the Mayor. Elected officials who support the City Council include the City Clerk and Treasurer. 

It is the duty of the City Council to be the representatives of the people of their wards at the City Council meetings. 

The Mayor is elected at large for a four-year term, and serves as the chief elected official of the City, presiding at all City Council meetings and ceremonial occasions. With the approval of the Council, the Mayor appoints non-elected City officials.

The eight City Council members are elected at large to serve for four-year, overlapping terms and may be elected for an indefinite number of terms. 

The City Clerk is the recording officer of the City, elected at large for a four-year term, and is responsible for attending all meetings of the City Council and keeping records of the proceedings.

The City Council is the City’s legislative body. It enacts all City ordinances, establishes City policies, and approves the City budget.

The City Administrator is the chief administrative officer  of the City and is responsible for planning, organizing, and directing multiple city programs, services, and activities in agreement with the policy and direction of the Mayor and City Council and following City codes, ordinances, and statutory requirements. 

Each City Council member serves as liaison to City Commissions, task forces, advisory boards, and workgroups including City/Park District Task Force; City/Library District Task Force; Tourism and Arts Commission; Bicyclist & Pedestrian Advisory Commission; Environmental Advisory Commission; Inclusion, Diversity, Equity and Awareness Commission, Board of Fire and Police Commissioners; Plan Commission/Zoning Board of Appeals; Police Pension Fund Board of Trustees; Economic Development, Fermilab Community Advisory Board; Long Range Financial Planning Workgroup; Summer Daze Planning Committee; Friends of the 4th of July Committee; EMRP Workgroup; CMRP Workgroup; Strategic Planning Workgroup; and the Public Meeting Schedule Workgroup.
