Subdivision Control Ordinance
The Subdivision Control Ordinance provides regulations concerning the subdivision design and required improvements, the form and content of the preliminary and final plat documents, and the procedure to be followed in securing the official approval of the City regarding the subdivision. All subdivision plats must be prepared and presented for approval, as provided for in the Subdivision Ordinance.

Site Development Plan Review and Approval Process
In order to receive approval for any development project a Pre-Application meeting should be set up first. Staff will then determine if your project can be forwarded to a Courtesy Review or straight to a Public Meeting before the Plan Commission/Zoning Board of Appeals. Below is an a brief snapshot of the review and approval process based on your development project.
What is a Pre-Application Review?
A Pre-Application Review is an opportunity to discuss your development idea with City staff before going through any formal process. It’s a great way to appreciate the steps that will be needed to transform your idea to a completed project.
What are the benefits of a Pre-Application Review?
The primary benefit of this review is it provides you with the opportunity to receive direct and detailed feedback from City Staff. The process is also free. There is no charge to present your idea/concept in rough form. You will be provided with a meeting summary after your meeting to detail key requirements, costs, and the approval process. If your development idea has support from city staff then the next step would need approval from the Plan Commission. Staff may direct you to apply for a Courtesy Review or submit the appropriate zoning applications for a public meeting request.
When do Pre-Application meetings take place?
Pre-Application meetings are held weekly at 10:00 a.m. on Wednesday and Thursday. Please contact the Community Development Department if you are interested in attending a meeting.
What is a Courtesy Review?
A courtesy review is a review process that allows you, the homeowner or developer, to meet with staff and, if desired, decision-makers to discuss your project before going through the public meeting process.
What are the benefits of a Courtesy Review?
The primary benefit of this review is it provides you with the opportunity to receive direct and detailed feedback from City Staff and the Plan Commission. The process is also free. There is no charge to present your idea/concept in rough form. In short, the courtesy review process helps you determine the feasibility of your project before making significant investments. If your project has support from city staff and the Plan Commission then staff will direct you to fill out the appropriate zoning application and start the public meeting process.

Public Meeting Calendar
Plan Commission/Zoning Board of Appeals regular meetings for the 2026 calendar year will be held in the Council Chambers Hall located at 28W701 Stafford Place, Warrenville, Illinois, at 7:00 p.m. on the following dates:

After Public Meeting has been completed
Recommendation to City Council The Plan Commission and/or Zoning Board of Appeals sends their recommendations to either approve or deny the request to City Council. With the exception of Minor Variance requests decided by the Zoning Board of Appeals, the City Council has final authority to grant or deny the request.
Council Action In cases of unanimous recommendation from the Plan Commission/Zoning Board of Appeals, staff drafts an ordinance for City Council approval. The ordinance returns to the Council for two “readings” as part of the final approval process. (In most cases, the Council will consider staff’s written requests to waive the second reading of the ordinance.) If the Plan Commission/Zoning Board of Appeals’ recommendation is not unanimous, the City Council reviews the request at its meeting and, if approved, directs staff to draft an ordinance.
Issuance of Permit Once the ordinance has been approved and applicable approval conditions are satisfied, and all prior fees have been collected, a permit can be issued for the project.
Estimated Length of Time If all requirements are met, the process generally takes approximately 2.5 - 3 months.
